Legal Assistance

Taiwan offers a variety of channels to help residents resolve legal issues. These resources can generally be divided into two categories: paid legal services and free legal services.

Paid Legal Services

Paid legal services are primarily provided by private law firms throughout Taiwan. These firms offer professional legal representation, legal advice, and document drafting services.

Free Legal Services

Free legal assistance is provided by government agencies, social welfare organizations, and designated non-profit foundations, including:

  • Legal Aid Foundation (LAF) – the most comprehensive provider of legal assistance, offering legal consultation, litigation representation, mediation assistance, and legal document drafting.

  • Government and Social Welfare Agencies – such as local city and county governments, township offices, Domestic Violence and Sexual Assault Prevention Centers, and the Association for Victims Support.

  • Judicial System – including Court Joint Service Centers.

  • Professional Organizations – such as local Bar Associations, Consumer Protection Offices, and Labor Affairs Departments/Bureaus.

The scope of services varies by organization:

  • Legal Consultation, Mediation, Document Drafting, and Litigation Representation – primarily provided by Legal Aid Foundation (LAF), Domestic Violence and Sexual Assault Prevention Centers, Association for Victims Support
  • Legal Consultation and Mediation – ​​​​provided by Local governments and township offices, Consumer Protection Officers, Labor Affairs Departments/Bureaus
     
  • Legal Consultation Only – ​​​​provided by Court Joint Service Centers, Local Bar Associations, Constituency service offices of elected representatives

Legal Aid Foundation (LAF)

The Legal Aid Foundation (LAF) provides the most comprehensive free legal resources and remedies for both residents of Taiwan and international students. Through telephone hotlines, video consultations, and in-person meetings, LAF assists individuals with legal issues such as traffic accidents, landlord-tenant disputes, labor disputes, and fraud-related cases.

For international students, LAF offers additional support, including free interpretation services and more flexible financial eligibility requirements, ensuring that access to justice is not hindered by financial limitations or language barriers.

The Foundation provides practical legal assistance for various situations that international students may encounter while studying in Taiwan.

1. Multiple Legal Consultation Channels (Fastest Way to Obtain Assistance)

International students experiencing legal problems may utilize the following free services provided by LAF:

Telephone Consultation

Call 02-412-8518 (add the area code 02 when calling from a mobile phone). After connecting, press 2 to reach the Legal Consultation Center.

  • 09:00–12:30, 13:30–17:00

Video Consultation

Appointments may be scheduled to connect with an attorney via Google Meet. For foreign nationals, a dedicated 'LAF English Legal Advice Request Form' has been established.

In-Person Consultation

Appointments can be made online or by telephone. Individuals may meet face-to-face with an attorney for a consultation session of up to 20 minutes.

2. Special Assistance and Benefits for International Students

Free Interpretation Services

Taiwanese law requires interpretation assistance when a defendant cannot adequately communicate in Chinese. During LAF consultations, eligibility reviews, or attorney-assisted legal proceedings, any necessary interpretation costs are fully covered by LAF.

Relaxed Financial Eligibility

When applying for legal representation, mediation assistance, or legal document drafting through LAF, applicants must normally undergo a financial eligibility review based on household income and assets.

For international students studying independently in Taiwan, family income and assets located overseas are generally not included in the assessment. Students holding an Alien Resident Certificate (ARC) usually only need to obtain a property and income statement from Taiwan's National Taxation Bureau.

3. Common Incidents and Available Legal Remedies

Traffic Accidents

LAF can provide legal consultation, mediation assistance, and litigation representation.

If a victim is concerned that the other party may dispose of assets to avoid compensation, LAF may issue a guarantee letter that can substitute for a court-required security deposit when applying for provisional attachment.

If an international student becomes a criminal suspect following a traffic accident, travel restrictions may be imposed. In such cases, the student may petition the court to revoke the travel restriction or file an appeal.

Rental Housing Disputes

If a landlord unlawfully cuts off utilities, changes locks, or forces a tenant to move out, students may seek assistance through LAF's housing dispute hotline:

Labor Disputes

International students who encounter workplace injuries, unpaid wages, or other labor-related issues during part-time employment may file complaints with labor authorities or seek litigation assistance through LAF.

Fraud and Money Laundering Cases

International students are sometimes unknowingly implicated in fraud or money laundering investigations after providing bank accounts or assisting with fund transfers.

Students should:

  • Contact the 165 Anti-Fraud Hotline immediately.

  • Seek legal advice as early as possible.

This is particularly important because money laundering offenses may carry significant criminal penalties and may not be eligible for conversion into a monetary fine.

4. Legal Aid Application Process

If a legal consultation reveals that attorney representation or legal document drafting is necessary, an application for legal aid must be reviewed and approved by LAF.

Approval criteria generally include:

  1. The case is not clearly without legal merit.

  2. The applicant meets financial eligibility requirements (which international students often satisfy).

Appointment Scheduling → Eligibility Interview and Review → Case Evaluation (Approval or Denial) → Assignment of Attorney and Notification of Result

5. Emergency Reporting and Safety First

When an emergency occurs, personal safety should always be the highest priority.

Emergency Numbers:

  • 119 – Fire Department and Emergency Medical Services

  • 110 – Police

  • 113 – Domestic Violence and Protection Hotline

Universities are also required to follow campus safety reporting procedures. Unless disclosure is required by law, university staff should seek the student's consent before referring the case to external agencies whenever possible.
