Information and Measures for Epidemic Prevention of NCCU (updated on May 20th)
Due to the recent surge in the number of local COVID-19 cases, the Central Epidemic Command Center (CECC) raised its epidemic alert to Level 3 nationwide effective on May 19th. In response to the aggravated situation of COVID-19, according to resolutions of the 13th meeting of COVID-19 prevention and management team, the latest announcements and measures in at NCCU are as follows:
Masks must be worn at all times when entering the Campus (including any outdoor areas, such as sports fields, courts, Rear Entrance, riverbanks…etc.).
｜Supplies (masks and rubbing alcohol)｜
All teachers and students of NCCU can purchase rubbing alcohol and masks at the NCCU Convenience Store (located on 1st Floor of Fong Yu Building). Also, these supplies are available at the Office of General Affairs. However, due to the limited quantities of these supplies, those who are in need should make individual purchase request to their department or division first, and then ask the department/division coordinator to provide the total amount of needed supplies to the General Affairs Division.
The graduation ceremony will be held via live stream with invited guests only. Tassel-turning ceremony for the graduates will be canceled. Guest speakers will enter the venue in different groups, limiting the indoor gathering to five people or less. It is suggested that each college, institute and department postpone or cancel its small graduation ceremony. If the ceremony will be taking place as scheduled, it must be held via live stream.
- The West Side Gate (McGate) has been closed since May 19th, 7:00 pm.
- Monday to Friday from 7:00 am to 7:00 pm, only 3 main entrances (Main Gate, East Side Gate and Rear Entrance) will be open. All visitors must complete real-name registration, measure body temperature and wear a mask at all times.
- After 7:00 pm daily, only the Main Gate and Rear Entrance will remain open. Students should enter the Campus with their student ID card and must wear a face mask at all times.
- Apart from those holding the alumni card or an official business invitation permit, no visitor is allowed to enter the campus until further notice. For those from outside of campus but need to enter the NCCU campus, the real-name registration must be conducted at the check point. All invited parties must submit their health disclosure statement to Campus Security Guard Office 3 days prior to entering the campus. On the date of visit, visitors must enter the Campus from the Main Gate.
- Motorcycle parking area at the Rear Entrance will be closed from 00:00 am to 06:00 am.
- To prevent the gathering from taking delivered orders, deliverymen are not permitted to enter the Campus. However, delivered orders will be placed on the tables set outside the Campus Security Guard Office next to the Main Gate or Rear Entrance. The delivered orders should be taken by students as soon as possible after getting notification from the deliverymen. NCCU will not be held liable for any loss or damage of the delivered orders.
｜Information from Office of Academic Affairs｜
- From May 17th to the end of this semester, all courses will be conducted remotely (synchronous or asynchronous). In response to the change of teaching approaches, course instructors can adjust the evaluation method and assessment techniques accordingly. Meanwhile, these information should be distributed among students selecting the course and further explained in the syllabus. Please consult course instructors of each course for more details.
- Site visiting of all courses off campus will be canceled. Please consult course instructors for changes related to practical sessions or activities.
- Masks must be worn during one-on-one consulting between course instructor and student. All consulting venues should be disinfected twice a day. Meanwhile, online consulting is available. Teaching assistants should help to track coaching sessions, and snapshots of the consulting must be provided as proof.
- It is highly suggested that self-study groups conduct their discussion sessions online, snapshots of the activities must be provided as proof. Students should create video recordings to present at the end of semester student presentation.
- As the aggravated situation of COVID-19, if students need to return home for personal reason, the "Retention of Student Status" (namely take a temporary leave this semester) has been open to application until June 17th. However, since the deadline for tuition refund was on May 14th, no tuition fees refund could be arranged.
｜Information related to Dormitory｜
- Common areas and the elevators in and around the dormitories have been thoroughly cleaned and disinfected. Also, sufficient hand soap and rubbing alcohol are available in common areas. Dorm residents should monitor themselves for self-health management and disinfect the environment on a regular basis.
- Due to the new access control policies, visitors are not allowed to enter the Campus from May 13th to May 28th.
- Hi-Life and Enjoy Cafeteria in Dorm 9 are still open. Both stores have enlarged the distance between seats at the dining area and are regularly disinfected. Dorm residents are strongly advised to have takeaways.
- Dorm residents can order deliveries. Delivered orders will be placed on the tables set outside the Campus Security Guard Office next to the Main Gate or Rear Entrance. - On-campus buses are still operating, dorm residents may still go off-campus and buy food. However, please wear masks at all times and follow preventative measures.
- For dorm residents, who have a fever, are required to be quarantined or self-isolated, single rooms will be provided.
- Regarding the dorm arrangement for summer camps, it is required that the organizer should review the necessity and risk of the camp and develop a comprehensive plan to minimize the spread of COVID-19. If the organizer is unable to do so, cancellation or postponement is strongly advised.
- The Housing Services, Office of Student Affairs will evaluate issues with the refrigerators and microwaves in the dormitories. Lastly, please pay attention to the latest epidemic prevention regulations of Taiwan.
｜Information related to Physical & Mental Health Center｜
- Groups and workshops are canceled or postponed for the time being. Intake interview and individual counselling sessions are provided as usual. If student cannot attend a session due to COVID-19 related reasons, please inform the Center in advance. It will not affect your right to take part in the sessions in the future. The regulations and measures may be updated following the change of the epidemic warning level.

｜Information related to Office of International Cooperation｜
- For current international students:
- Students re-entering Taiwan from abroad must have a valid passport and ARC (Alien Residence Certificate). Please check the most updated border control and entry quarantine policies before coming back to Taiwan. Students will have to book a room in one of the quarantine hotels by themselves. NCCU-iHouse and on-campus dorms are not available for students to apply as a quarantine hotel.
- For newly admitted international students:
- Entry permits for new international students are suspended from May 19th to June 18th 2021 according to the government border control policy and the regulations set forth by the Ministry of Education (MOE). Degree students of fall 2021 entry and students under scholarship projects, who were scheduled to enter Taiwan during the period, will not be able to apply for entry permits before receiving further notice.
- For visiting scholars and students:
- In order to get hold of relevant information of visiting scholars and students and for them to complete the health assessment form for the MOE in time, please follow the instructions below:
- The host department/research center must submit the required documents (e.g. invitation letter, official document issued by the Government…etc.) to the Office of International Cooperation and the Physical & Mental Health Center 3 days before the arrival of the visiting scholar/student.
- The host department/research center should check on the status of the visiting scholars/students every day during the 14-day quarantine and report to the Office of International Cooperation.
- On the next day of the completion of quarantine, the visiting scholars/students should take a PCR test. A negative test result must be confirmed before starting a 7-day self-health management. After the completion of the quarantine and self-health management, the visiting scholars/students can enter the Campus.
- The host department/research center should arrange the PCR test for the visiting scholars/students with the aid of the Office of International Cooperation and the Physical & Mental Health Center. Details will be provided to the host department/research center in due course.
｜Information related to Library Operations｜
The following changes had come into force on May 20th (Thursday): All Libraries are not opened for on-site reading, but books reserved online can still be picked up. Readers can pick up their books at the counter after notification is received via email.
Policy on collection that cannot be brought out of the library has been update as follows:
- Reference books of the Chungcheng Library, specific reference books, dissertations and theses published by the University, and government publications now can be lent out for one day. (Should be returned on the next business day)
- Journals are not allowed to be brought out of the libraries. Special requests shall be submitted to each library.
- For special collection, please send inquiries to the Special Collection Unit (firstname.lastname@example.org). For more information on Sun Yat-sen Memorial Library, please send inquiries to the University History and Archive Section of Social Sciences Information Center (email@example.com).
- Services regarding collection retrieval, return, NDDS, circulation, payment of penalties, submission of dissertations and theses, and compensation payment for lost books remain unaffected.
- A maximum of three people are allowed to be in the library at the same time. Please wait in queues for entry.

- Chungcheng Library: 8:30-21:30, Mon. to Fri.
- Dah Hsian Seetoo Library, Social Science Library, and Commerce Library: 8:30-17:30, Mon. to Fri.
- Communication Library: 8:30-17:00, Mon. to Fri.
- Libraries are closed on Saturdays and Sundays.
- Settlement can be confirmed via the phone for graduating seniors without outstanding fees and books that should be returned before graduation. Graduate students should settle outstanding payments and books while submitting their dissertations and theses at the counter.
- Due date is extended to September 13th for all collections except for books that have been reserved.
- Please ask for assistance if you want to retrieve personal belongings in the lockers.
- During this period, please make the best use of the digital resources provided by the library. We apology for any inconvenience. Adjustment of policies will be made accordingly. Please stay healthy and comply with measures required to combat the pandemic.

NCCU Art & Culture Center, Gymnasium, PC Classrooms at the Computer Center will be temporarily closed starting from today.
The 9 Guidelines for Level III Restrictions
- Wear masks at all times during outdoor activities (including in the sport venues, hills at the back of the Campus, riverbanks, etc.)
- Avoid unnecessary traveling, activities, and gatherings.
- The numbers of participants are limited to five people for indoor and ten people for outdoor gatherings, respectively.
- Monitor your own health and seek medical attention upon the emergence of symptoms.
- Please follow crowd control measures, wear masks, and maintain social distance while visiting business premises and government agencies.
- Please follow relevant regulations for business operations, execute public health measures applied to individuals and workplace, initiate programs, such as remote-work or at different offices and allow flexible working hours.
- Contact-based registration, social distancing, and glass dividers should be applied for indoor dining. Otherwise, only takeaways should be available.
- Real-name registration, social distancing, and enhanced cleaning and disinfection should be applied while attending funerals and weddings.
- Enhanced cleaning and disinfection and cleaning in public spaces and transportation systems
The pandemic is serious. Corresponding measures will be adjusted according to government announcements. Please comply with the measures.
